Neutering is a simpler, less invasive operation than spaying and tends to be cheaper as a result. There's also an equivalent to vasectomies for females (tubal ligation), as well as different types of spays (hysterectomies). Though I guess if your local vet doesn't want to do a vasectomy on your male you're not likely to have better luck getting a tubal there.

If you're already mating with your bitch out of estrus, she should continue to be receptive post-spay, as long as you give her enough time to heal and the hysterectomy doesn't remove or damage her vagina.

You could also try calling the vets outside your area to ask about vasectomies and tubals. 60km isn't really far for what will be only two trips.

whichever way you go it's good that you're trying to take the responsible route of preventing further unwanted litters.
